Our Rwandan neighbours have a Gender ministry. Last month, on Friday 31st March 2023, it launched a book which Glory Iribagiza of New Times Rwanda described as a ‘Comprehensive Sexuality Education Toolkit’. The book promoted homosexuality and transgenderism. Two days later, after a huge row both inside and outside Rwanda, the Rwandan Government withdrew the so-called ‘toolkit’.
Rwanda denies involvement
Miss Iribagiza reported an Office of the Government Spokesperson saying ‘Government neither endorsed nor adopted a Comprehensive Sexuality Education toolkit recognizing and promoting the education about genderqueer and different sexual orientations.’
The statement published on Sunday 2nd April continued: “The Comprehensive Sexuality Education Toolkit: Amahitamo Yanjye published on March 31, is a product of the NGO Plan International. This toolkit has not been validated, endorsed, or adopted by either the Ministry of Health, Rwanda Biomedical Center, or the Ministry of Gender and Family Promotion.”
Which is interesting, seeing as how the logos of the Ministry of Health and the Rwanda Biomedical Center are clearly on the cover alongside that of Plan International, and that the book, or ‘toolkit’, was launched in person on Friday by the Permanent Secretary in Rwanda’s Ministry of Gender and Family Promotion.

Welcome Climb-down
This is actually a climb-down. It is a welcome one, but no doubt President Paul Kagame is going to ask about how such a thing came to be published in the first place in Rwanda.
The very mention of ‘Comprehensive Sexuality Education’, or ‘CSE’, should have warned everyone that too much was going to be said to those too young, and that pro-gay and pro-abortion Sexual and Reproductive Health and Rights would be part of the agenda. But Christians in Africa don’t know about these things. They are literally foreign to us. That is why the research, the prayers and the lobbying of Christian Voice is essential in waking Africa up to these Western-funded dangers.
Let’s move on to the book. ‘Amahitamo Yanjye’ means loosely ‘My Choice’ or ‘My Options’. It seems this was an out-of-school material targeted at adolescents and young people aged from 10-24 years.
Western-style pregnancy prevention
It was indeed launched in Kigali during a ‘national dialogue on teenage pregnancy’ conference held on Friday 31st March 2023 with dignitaries, including a bishop, on the platform. According to Emily Nuwamanya of KTPress, ‘Members of the civil society say the toolkit will play a key role in curbing the challenge of teenage pregnancies.’
They would say that. They are all paid by the West. They were in the audience and even brought some children along. Credit to KTPress and Plan International for the pictures, which we are publishing in the public interest.
The Permanent Secretary in the Ministry of Gender and Family Promotion, Mireille Batamuliza, said the sexuality tool kit had been introduced to help address the problem of teenage pregnancy among out of school and in-school adolescents.’
So that was the spin. Reducing teenage pregnancy. Indeed that was how the story was reported in KTPress and in the first article in New Times Rwanda by Moise Bahati, written before Glory Iribagiza actually opened the book and wrote her article exposing how the book did ‘recognise and promote education about genderqueer and different sexual orientations’.
New gender-bending words
Western-syle pregnancy-prevention is all about condoms, never about chastity. But why was it that, in the book, and I quote, ‘gender identity, gender expression, and sexual orientation are explained using new, yes, ‘new’, Kinyarwanda terminologies?
We read these include ‘abagabogore’. Abagabo means ‘men’ and ‘gore’ means ‘female’ – female men? That’s Trans language. And why does it write about ‘igitsina cya gatatu’ (‘third sex’)?’ There is no third sex either in medicine or in the Bible. In the Gospel of Matthew, chapter 19 and verses 4 and 5 we read
Matt 19:4 And he (Jesus) answered and said unto them, Have ye not read, that he which made them at the beginning made them male and female,
Matt 19:5 And said, For this cause shall a man leave father and mother, and shall cleave to his wife: and they twain shall be one flesh?
Two sexes and a one flesh union which two men or two women will never achieve. Why does, or did, the book argue that ‘there is no relationship between gender and sex’, opening the door to Rwandan girls declaring they are really boys, or Rwandan men deciding they are women?
Genderbread Person
The ‘genderbread person’ was a page from the book. It is already infamous across the world for its misleading and plain wrong advice that everyone is on a sexual and gender spectrum. And as for adding the unfortunate but rare ‘intersex’ people along side homosexuals and transsexuals, that’s just deceitful. This material is designed to corrupt children. Had Honorable Mireille Batamuliza even read the book herself? Had she even opened it?
Now let’s look at who was behind it, because here is where it gets really interesting. The book was a joint effort by, among others, the Rwanda Ministry of Health, Rwanda Biomedical Centre, and Plan International.
The Rwanda Ministry of Health is a government department, but the Rwanda Biomedical Centre (RBC) is clearly funded by Western foundations and governments and the UN.
RBC takes money from USAID, from the World Bank, from UNICEF, GAVI the Vaccine Alliance, The Howard Buffet Foundation, the Global Fund and the Bill and Melinda Gates Foundation, among too many others to list. It is a creature of the West. It will inevitably promote their ideas, their policies and their agendas.
Plan International
Now what is Plan International, the NGO which has taken the blame? Well, it markets itself as ‘dedicated to promoting children’s rights and gaining equality for girls everywhere’.
Elsewhere, ‘children’s rights’ has been seized by sex educators to teach children things their parents would be horrified by. Paedophiles even use the expression to claim children have ‘sexual rights’. And equality for girls? That sounds divisive to me, but I’m sure it brings in the money.
In fact, in 2021-22, Plan International’s global income was €1.1 billion Euros. Its Global Hub is located in the United Kingdom. It has over 50 Country Offices, 4 Regional Hubs and 20 member National Organisations. It is massive.
Plan Internation supports Abortion
So what is its approach to life issues and sexuality? The Bible condemns murder and we know abortion takes an innocent human life. The Bible says in Psalm 106 verse 38 that the people of Israel:
Psalm 106:38 … shed innocent blood, even the blood of their sons and of their daughters, whom they sacrificed unto the idols of Canaan: and the land was polluted with blood.
Does Plan International uphold Christian virtues, human life and God’s institution of the Family? Not a bit of it.
We read on their website that Plan International ‘does not administer or fund any abortion services’. But it thinks ‘comprehensive sexuality education and access to quality contraception and other health services, including abortion, can significantly improve girls’ and women’s lives’. Taking depo provera injections, known to spread HIV, and killing their own children can significantly improve girls’ and women’s lives’?
Plan International were also ‘extremely dismayed’ in 2022 when the US Supreme Court overturned Roe v. Wade and allowed individual States to outlaw abortion. ‘The ruling endangers the sexual and reproductive health rights of millions of American women and adolescent girls’, raged Plan International.
So they are allies of abortionists International Planned Parenthood Federation, IPPF and Marie Stopes International, MSI.
Since May 2012, abortion is only legal in Rwanda in cases of rape, incest, forced marriage, fetal impairment or to protect a woman’s physical health or to save her life. We can argue about things like rape or fetal impairment but at least abortion is not available ‘on demand’ in Rwanda as it is in the West.
Plan International supports Sodomy
As for sexuality, Plan International describes, and I quote, ‘young people who identify as Lesbian, Gay, Bisexual, Transgender, Intersex or Questioning (LGBTIQ+)’ as ‘among the most marginalised and excluded members of society.’ It complains that:
’70 countries or states currently criminalise same-sex relationships
‘Most governments deny trans people the right to legally change their name and gender from those that were assigned to them at birth.’ and
‘Only 31 countries allow same-sex couples to marry.’
Plan International is pro-abortion, pro-sodomy and pro-trans and it is campaigning for legalised abortion and gay marriage. How did this corrupt organisation come to be writing materials for Rwandan youth, against Biblical truth and the deeply-held convictions of virtually all Africans and Rwandans?
Who funds Plan International
Now let’s look at who funds it. Plan International admits to being financed by ‘United Nations Agencies, the private sector, Civil Society Organisations, Youth Organisations, Networks, coalitions and alliances and Academia’. Although it claims to be transparent, it won’t list them.
But Kenya Christian Voice has found out that Plan International is financed by a host of anti-Christian NGOs, among them the Bill and Melinda Gates Foundation, the Ford Foundation, and the shadowy EU-Latin American Caribbean Foundation based in Hamburg.
The latter, the EU-LAC, says it is committed to ‘Transparency’. But when you click on its annual report, all the numbers are blotted out! Plan International is also connected by personnel to the anti-Christian Sigrid Rausing Trust in London and UN agencies.
Godless money-go-round
Plan International is part of a wealthy godless world-wide elitist money-go-round promoting Western immorality across the globe. It’s engaged plain and simple in Cultural Imperialism. Africa and the Caribbean must reject it.
Plan International has an office in Nairobi and a claimed presence in ten Kenyan counties. Watch out for it. Oppose it.
The NGO also has offices in the African Union and another twenty-six African countries, in West and Central Africa, East and Southern Africa including Kigali in Rwanda and in the Caribbean.
Rwanda on sodomy
Finally, what is the law on sodomy in Rwanda? President Paul Kagame insists Rwanda treats sexual orientation as a private matter that needs no government intervention or particular legislation. So sodomy is legal there but public opinion is deeply opposed.
Yet in 2010, Rwanda voted to re-introduce ‘sexual orientation’ as a category in a UN resolution on ‘extrajudicial, summary or arbitrary executions’ after the reference had been removed a year earlier.
In 2011, Rwanda joined just four other African countries in signing a UN Joint Statement ‘Ending Acts of Violence and Related Human Rights Violations Based On Sexual Orientation and Gender Identity.’
Kenyans and people across Africa be warned. This anti-life, anti-family agenda of Plan International and all its godless friends is well-funded and it will be coming to your nation next. Let us pray this story wakes us all up to Plan International and its schemes. Let us pray it is booted out of Rwanda and out of every country it has its teeth in, including Kenya.
